Controlling BIAS X with Stream Deck Plus dial: value stops at -0.1 instead of 0.0

First time poster here. I recently picked up an Elgato Stream Deck Plus to control Positive Grid BIAS X while playing guitar.

My main goals are using the dials to control the master output volume, as well as using the buttons to toggle effects and change presets.

I mapped a generic MIDI action to one of the rotary encoders to adjust the output level. While the control functions, the value stops at negative 0.1 rather than hitting true 0.0, both on the Stream Deck display and inside BIAS X. Since 0.0 is my default baseline, having it land just off center is bugging me.

Is there a configuration file, plugin setting, or custom MIDI value range I can edit so that the dial lands squarely on 0.0?

Any advice from anyone who has set this up successfully would be greatly appreciated.

I am attaching a photo of my action button settings as well as a photo of how BIAS-X looks (take note, I manually set the output volume to 0.0 for the photo)

Please explain a bit more. Since the output level seems to be a dB scale, probably with a max value of +3 or +6, in what situation will the level stop at -0.1? Is it when the dial is at its max position (sending the max value 127), or is it that you cannot find any position of the dial where the level is exactly 0?
